Rules of noon sakina and Tanween
Noon sakina means Noon with al soukoun
Or no punctuation above it
Tanween means 2Fatfa ,2Damma or 2Kasra on the last letter of the previous word.
Rule 1 Izhar اظهار
Clearly pronounce the noon or tanween when one of the following letters follow noon sakina or tanween ه ء ع غ خ ح

.ع sakina is followed by .ن so I pronounce the ن clearly
غاسقٍ اذا وقب -2
The tanween on the ق is followed by a ء
so you pronounce the tanween clearly
حاسدٍ اذا حسد -3
The tanween on the د Is followed by a ء Therefore the tanween is clearly pronounced
Similarly
كفواً احد
The Tanween on theً ا of ًكفوا is followed by a ء, therefore, need to be clearly pronounced
Rule 2 Iqlab
When the tanween or noon sakina is followed by letter ب
The noon sakina or tanween is pronounced as م
